What is the proper ettiquette for taking photos of different entires at a horse show?
I want to build this section of my portfolio but I am not sure about the regulations on horse show photography

If the photos were just going to be for your own personal enjoyment/use, there are no formalities you need to follow expect to be polite and conscientious regarding not interfering with the competators. Since you are planning to use them for a portfolio (either student or professional), it's going to be necessary to get some formal permissions first.
Speak with the event organizers and ask about getting a press pass. You will need to state the reason why you are taking photos and they may ask you to present some sort of credentials (student or professional). The benefit is that you will be premitted to go places and have access to the competators at the event that the other spectators won't have. It will certainly be worth the hassel to get the pass.
When taking photos, get the names and contact information of the riders/owners in case you plan to have the photos published at a later date (do this even if you have no current plans to do so). If you ever decide to publish or use the photos in a public display of any type, you will need to get releases signed and this will be much easier to accomplish if you know how to get in touch with everyone.
